I seem to remember this was the first clip of Best of Havoc - I still have the DVD laying around. I also recognize the narrator from the Havoc-series. It was, as he says, a terrorist attack. I see some on youtube said that 6 people died, while i'm pretty sure the Havoc series never showed something with a fatal outcome.
BTW: Best of Havoc 2 was a crappy movie compared to number one.
