There isn't much on this site about the older reject teams, but from my knowledge, Lec was probably the worst in the 70s, building a car that also killed David Purley.
Like most here, Super Aguri are the only recent reject team, so they've got to be up there. Out of the 90s bunch, I would say Life for being so hopeless, and also Simtek. I forgot just how good the Forti looked though!
